Minimising Downtime During Refit in Raja Ampat and Sorong

For a working liveaboard, downtime usually costs more than the yard bill. That single fact
should drive every decision in a refit plan — and it justifies spending money in places owners instinctively try to save. Here
is where the days actually go in West Papua, and the eight decisions that take them back.

Where lay days really go

Across dockings in this region, lost time concentrates in four places, and none of them is slow tradesmen.

  • Waiting for parts. The dominant cause. Components moving from Jakarta or Singapore while the vessel sits
    on the cradle accruing charges.
  • Waiting for decisions. Something is opened up, it is worse than expected, and the question travels to an
    owner in another time zone and back.
  • Waiting for weather. Blasting and painting stop for rain, and in a wet-season docking that is a large
    number of half-days.
  • Rework. Painting an area before the steel work in it is finished; taking thickness readings after coating;
    aligning a shaft ashore and never rechecking afloat.

The eight decisions

1. Survey before you scope

Thickness or moisture readings, tank inspection and machinery history before the budget is fixed. Assessment converts
unknowns into planned work, and planned work does not stop the yard.

2. Order long-lead items against a confirmed scope

Weeks before the lift. Engine and gearbox model and serial numbers at enquiry stage means parts are moving while the vessel
is still in transit — the highest-return action available in any West Papua refit. See

3. Split afloat work out of the docking

Interior joinery, electrical, electronics, dive systems and most machinery work do not need the vessel on the hard. Running
them at anchorage in Raja Ampat before or after the lift compresses the dry period to what genuinely requires it. This is the
biggest structural saving available to a liveaboard operator.

4. Settle the scope before the lift

A numbered work list, with anything genuinely unknown in a labelled provisional section. Vessels that arrive with a scope
start work on day two; vessels that arrive with an intention start on day six.

5. Delegate decisions on site

Give somebody on the ground authority up to an agreed value. Every decision that has to cross time zones costs a day
minimum, and a refit contains dozens of them. That is precisely the function of
owner representation.

6. Sequence deliberately, and overlap

Steel before blasting, blasting before primer, primer before antifouling, reinstatement after coating, final alignment
afloat. A refit run as strictly sequential blocks takes half again as long as the same scope with proper overlap between
trades.

7. Pick the season

Shoulder-season slots have better slipway availability, more attention from the trades and less rain interrupting coating
work. Booking into the maintenance rush means competing for the same welders and the same cradle as the rest of the fleet — see

8. Bundle the below-waterline list

Shaft, cutless bearings, stern gland, rudder bearings, sea valves, transducers, anodes, thickness readings. All of them are
trivial while the vessel is already up and painful or impossible afloat. Spreading them across three dockings is three lifts and
three sets of lay days.

Doing the arithmetic honestly

Put a number on a lost day. Take your charter revenue per operating day, subtract the variable costs you do not incur while
alongside, and use the result. For most Raja Ampat liveaboards that figure comfortably exceeds a day of yard charges, often by
a wide margin. Once it is written down, several decisions become obvious that previously looked extravagant: air-freighting a
component rather than waiting for sea freight; paying for a faster-curing coating system; putting a supervisor on site full
time; and running an assessment programme before scoping. Cost structure is set out on the

What cannot be compressed

Being honest about this is part of the plan. Coating cure and overcoat intervals are fixed by the product and the weather.
Surveyor attendance depends on a travel diary you do not control. Sea freight from Jakarta takes what it takes. Concrete and
epoxy do not care about your charter calendar. A programme that assumes any of these can be pushed will slip — and it will slip
at the end, where it costs the most, because everything downstream has already been committed.

A worked pattern for a liveaboard season

  • Two months before the docking: assessment, scope agreed, parts ordered, slot and surveyor booked.
  • Final charters: afloat work runs between trips at anchorage — electrical, systems, interior.
  • Docking, 10–21 days: dry list only, fully bundled, with the scope already settled and parts on site.
  • After launch: alignment afloat, commissioning, sea trial, and any remaining afloat items completed at
    anchorage rather than on the cradle.

Operators running this pattern lose days. Operators who improvise lose weeks, and usually lose them in the most expensive
part of the season.
